CBPA Challenges New Bill Proposing Commercial Rent Control In Emergencies

AB 380 (Gonzalez; D-Los Angeles) would impose strict controls on price increases of essential goods and services, limiting rent increases to 10% in declared emergencies. While well intentioned, AB 380 goes too far by imposing commercial rent control, interfering with private contracts, and putting property-based businesses—especially small property owners—at serious financial risk. This bill prevents property owners from adjusting rents, even as their costs—like property taxes, insurance, and maintenance—keep rising.

CBPA’s Senior Director of Government Relations, Skyler Wonnacott, delivered strong opposition testimony before the Assembly Committee on Public Safety on Tuesday. AB 380 will be a top priority for our industry given the damaging impact it would have on the economic livelihood of our state.

Strengthening California’s Insurance Market: CBPA Supports AB 226 to Enhance FAIR Plan Stability

AB 226 (Calderon; D-City of Industry) is a crucial measure designed to strengthen the California FAIR Plan Association by providing additional financial tools to enhance liquidity and ensure claims-paying capacity. Specifically, the bill authorizes the FAIR Plan, with Insurance Commissioner approval, to request the California Infrastructure and Economic Development Bank to issue bonds—securing necessary funding to cover claims and stabilize the market for policyholders who cannot obtain traditional coverage.

Yesterday, CBPA’s Senior Director of Government Relations, Skyler Wonnacott, testified in the Assembly Insurance Committee in strong support of AB 226. CBPA is proud to stand alongside CBIA and a broad coalition of business groups in backing this critical measure. The bill passed the committee with unanimous support, underscoring its significance in fortifying California’s insurance framework.
